We can still make progress with no info, maybe.

Download a serial port sniffer e.g. freeserialanalyzer.com
Start the sniffer on the COM port you know is the counter.
Watch the sniffer data window carefully.
Start the Windows Soeks application used to communicate with the counter, cut n paste the data exchanged with the counter.
Start logging with the application for a few minutes. Cut n paste the data exchanged with the counter. This will give us some clues as to how data is exchanged.

What process i select to see the packet?

ok....this are the data exchange with its official program.
You have to remove the jpg extension to view the file.
